She is the least social of her siblings in the traditional sense, as she is still learning that affection from humans is something to love! She may shy away a bit from touch, until the moment is right and she decides to trust you.
Her foster said that, while she is still a bit hesitant about accepting many cuddles so far, she is actually the "clingiest" of her siblings. She will follow her favorite human around like a little shadow, choosing to be close-by and stick by your side, even if from a little bit of a distance while she learns to trust. She will sit beside you on the couch while you watch TV, or find a cozy little spot in your bedroom to sleep during the night, quietly enjoying your presence.
With time and a little patience, it sounds like Cleo will bloom in a quiet home with a more cat-savvy owner who can continue to build her trust. She may one day become a total cuddle-bug, judging by the way she seems to enjoy human companionship, but is still learning to trust to accept more pets and snuggles.
She would likely do best with another kitty friend, though may do alright as a single pet.
