Even though the shelter environment is still very new and overwhelming, staff have seen her greet people with loose tail wags when approached in her kennel. Those soft, hopeful moments can say so much about a dog who is still learning to feel safe. Underneath her uncertainty is a sweet girl who clearly wants connection and reassurance from the people around her.
Phoebe is looking for a patient adopter who will let her settle in at her own pace and help her build confidence little by little.
