The finder happened to be a foster for AAA and they were only going to hold him until animal control opened up on monday but when he crawled up in the back seat of the car and feel asleep in her daughter's lap they knew they couldn't let him go into the kennels there and have been fostering him ever since. It was discovered that Howie had suffered trauma to his mouth causing a large div0t in his jawbone and severe teeth to be broken and displaced. After lots of fund raising we were able to get the surgery he required and he is now thriving even with a few less teeth it doesn't effect his eating or behavior in any kind of way.
